There is a Film Editing technique called time freezing, do you ever heard about it?
Freezing film editing technique is exactly shows the same effect as what its name implies. Freezing effect means all the normal motion on a screen froze, except for one character. The time freeze (freezing effect) is not a camera technique, it is purely an editing technique. The effect can be achieved by split-screen (dividing the screen into two or more and showing frames at a time) technique. You can create a freezing impact in every video, but the short lengthen videos are found good for creating the freezing effect; also, for creating this effect you must be more pre-planned in sound design, frame composition and alignment.
