This is an excerpt of Press Release from Film Script Writers Association of India (FWA).  The statement says FWA IS receiving more script ideas for registration than Film Script/Completely.

Kamlesh Pandey, the Hon General Secretary of FWA said in a statement that

“Only expression of Premise/Concept/Idea in form of a complete story or Film Script can be copyrighted. So, Members please note, FWA will not register mere Idea/Concept/Premise – online / offline. Hereafter, the  Members who sending requests for registering their Idea/Concept/Premise, inspite of this warning, will be considered invalid.”
